All FSSD Third-Graders Achieve Promotion

In 2023, 70% of Franklin Special School District third graders scored proficient or above on the TCAP English language arts (ELA), as compared to the state average of 40% proficient. This represents a 14% increase in scoring over last year!

When applying the state exclusions, only 7% of third-graders were identified for a retake, all of whom had an "approaching expectations" score. This designation gives them more options to be promoted by way of retake, appeal, summer school, or tutoring in the fourth grade. The FSSD has zero students identified for possible retention who scored in the "below" category. This means ALL FSSD third-grade students can be promoted to fourth grade with full-year tutoring still an option if retakes, appeals, and/or Summer Learning Camp do not provide them with a viable pathway to promotion.

All 22 students who were eligible for retakes have taken them, enabling eight more students to be promoted with no added requirements, boosting the FSSD's proficiency to 72%. Based on Tennessee's Learning Loss Remediation and Student Acceleration Act (T.C.A. 49-6-3115), third graders who did not show proficiency on the ELA section of TCAP may have requirements related to summer school and/or tutoring to be promoted to fourth grade.  

The FSSD's Summer Learning Camp is scheduled for June 5-29, Mondays-Thursdays from 8:30-3:30 for rising kindergarten through eighth-grade students. SLC is designed to provide reading and math intervention and support in a camp setting that also includes STREAM (Science, Technology, Reading, Engineering, Arts and Math) activities, related arts and outdoor play. The camp is free and transportation, breakfast and lunch are provided.
